Some people think the best way to solve global environmental problems is to increase the cost of fuel. To what extent do you agree or disagree?

有人认为解决全球环境问题的最佳方式是提高燃油价格。你在多大程度上同意或反对?

Band 7 model answer

Environmental problems such as pollution and climate change have become increasingly urgent, and some argue that raising the price of fuel is the best way to address them. While I accept that higher fuel costs could help, I do not believe this measure alone would be sufficient.

There are certainly sound reasons to support the idea. Making petrol and diesel more expensive would discourage people from driving, encouraging them instead to walk, cycle or use public transport, thereby reducing the vehicle emissions that pollute urban air. Higher prices would also pressure businesses to adopt cleaner technologies and more efficient machinery in order to cut their costs. In this respect, raising fuel prices could genuinely benefit the environment by changing the behaviour of both individuals and companies.

However, I doubt that this policy could solve environmental problems on its own. For one thing, it would fall hardest on the poor, who still depend on fuel to travel to work and transport goods but have far less capacity to absorb the extra cost. For another, environmental damage stems from many sources beyond transport, including factories, plastic waste and deforestation, none of which higher fuel prices would meaningfully address.

In my opinion, therefore, increasing the cost of fuel could be one useful element of a wider strategy, but it cannot stand alone. Governments must also invest in reliable public transport and renewable energy while tackling industrial pollution and waste. Overall, I partly agree with the proposal, but only as part of a broader and fairer set of environmental measures.
