Band 8 model answer

Whether public funds spent on sport are squandered or wisely invested is a question that continues to divide opinion. Although the sceptics raise fair points, I would argue that well-directed spending on sport yields benefits that comfortably justify the outlay.

The critical position is not without merit. Since state budgets are inevitably limited, every sum allocated to sport is money unavailable for healthcare, schooling or poverty relief, all of which arguably carry greater urgency. Detractors also highlight the fate of many prestige projects: colossal stadiums and one-off global tournaments frequently run far over budget and are then left as underused monuments, delivering little lasting return to the taxpayers who financed them. Such projects can even saddle host cities with heavy maintenance costs for decades afterwards.

Set against this, however, are advantages that are easy to overlook precisely because they accrue gradually. Subsidising accessible facilities encourages mass participation in physical activity, which improves the population's health and, in the long run, relieves pressure on overstretched medical services. Sport additionally nurtures cooperation, resilience and discipline in the young, while major events can generate a shared sense of identity and pride that few other public undertakings can match.

For me, the debate ultimately turns on how, rather than whether, money is spent. Lavishing funds on showpiece venues designed for elite competition is indeed difficult to defend, but investing in local pools, pitches and sports halls that ordinary citizens use daily is another matter entirely. Channelled towards grassroots participation rather than spectacle, public spending on sport becomes not an indulgence but a prudent investment in national health and social cohesion.
