Band 7 model answer

Higher education plays a vital role in individual and national development, which raises the question of who should pay for it. Some argue that university should be free for all, while others believe students ought to contribute towards the cost. This essay will discuss both views before giving my opinion.

Advocates of free education stress fairness and long-term benefit. If tuition is provided at no charge, capable students from poorer backgrounds are not excluded by their financial circumstances, and society gains from a broader pool of talent. A highly educated population also strengthens the economy, supplying the doctors, engineers and teachers a country depends on. From this standpoint, funding universities is not a cost but an investment that eventually repays itself.

On the other hand, those who favour student contributions highlight the practical burden of free provision. Universities are expensive to run, and covering the entire cost through taxation obliges everyone, including those who never attended, to subsidise those who did. Requiring students to pay a portion may also encourage them to value their studies more highly and take the opportunity seriously rather than squandering it.

In my opinion, a balanced system is preferable to either extreme. Students who can afford it should contribute part of the cost, while generous scholarships and low-interest loans ensure that no capable applicant is turned away for financial reasons. Overall, the fairest arrangement is one that keeps higher education genuinely accessible to all, while sharing its cost between the individuals who benefit directly and the wider society that benefits in the long term.
