Band 7 model answer

Opinion is divided over whether governments ought to devote more money to scientific research or to focus on more immediate needs. This essay will examine both views before offering my own opinion.

Those who favour greater spending on science make a strong case. Research drives a nation's development and equips it to tackle major challenges, yielding new medicines, advanced technology and cleaner sources of energy. Many of the innovations that define modern life, from vaccines to the internet, are the fruit of sustained scientific investment. A government that neglects research risks leaving its country weaker and dependent on others for technological progress, so funding science is, in this sense, an investment in the future.

On the other hand, many argue that more pressing needs demand attention first. In numerous countries, urgent problems such as poverty, hunger and a shortage of hospitals and schools afflict people here and now. From this standpoint, it is preferable to spend money relieving the immediate suffering of citizens than on research whose benefits may not materialise for years or even decades; the poor need food and medical care today, not in some distant future.

In my opinion, both scientific research and urgent human needs are genuinely important, and the responsibility of a government is to strike a sensible balance between them. It should allocate sufficient funds to address immediate hardships while continuing to invest in research, since science offers solutions to many problems over the long term. Overall, a wise government need not choose one over the other but should support both simultaneously.
