Band 8 model answer

Whether governments should channel more funding into scientific research or concentrate instead on more immediate needs is a question that divides opinion. This essay will consider both positions before setting out my own view.

Advocates of greater scientific spending argue persuasively. Research propels a nation's development and arms it against its gravest challenges, generating new medicines, transformative technologies and cleaner energy. A striking proportion of the innovations that underpin modern life, vaccines and the internet foremost among them, sprang from patient investment in science, and a state that starves research risks condemning itself to weakness and dependence on others for progress. On this reasoning, funding science is nothing less than an investment in the nation's future prosperity and security.

The opposing view, however, presses the claims of the present. In many countries, acute problems, poverty, hunger and a dearth of hospitals and schools, inflict suffering upon citizens at this very moment, and it is argued that scarce resources are better spent relieving such hardship than on research whose rewards may lie decades away. The destitute, after all, require food and medicine now, not the promise of eventual breakthroughs.

In my opinion, this is a false dichotomy, for both scientific advancement and urgent human need are genuinely vital. The task of a responsible government is to hold the two in judicious balance, committing sufficient funds to alleviate immediate distress while sustaining the research that will resolve tomorrow's problems. A far-sighted state, in short, ought not to sacrifice one to the other but to nourish both, recognising that the welfare of its people depends on attending to the present and the future alike.
