Band 7 model answer

It is sometimes argued that urban authorities ought to invest more heavily in green spaces such as parks and gardens, whereas others maintain that cities face more pressing priorities. This essay will consider both perspectives before concluding that, although essential services must come first, green spaces still deserve significant investment.

Those who support spending on parks point to the clear benefits for public wellbeing. Green areas encourage physical activity, provide a place for communities to gather, and help to reduce pollution and urban temperatures. In densely populated cities, where many residents live in small apartments, a nearby park may be the only realistic access people have to open air and nature. This can improve both physical and mental health, which in turn reduces pressure on healthcare systems.

On the other hand, it is understandable that some regard other issues as more urgent. Functioning hospitals, reliable public transport and good schools are the foundation of a city, and limited budgets cannot stretch to everything. If money is diverted to landscaping while these core services decline, residents may suffer far more serious consequences than the loss of a garden.

In my view, these priorities are not truly in conflict. Rather than choosing one over the other, city planners should integrate modest green spaces into wider development, for example by adding trees along streets or building small parks within new housing projects. Overall, while critical services should receive the greatest share of funding, green spaces bring lasting social and environmental value and should not be dismissed as a luxury the city cannot afford.
