Band 8 model answer

Whether municipal governments should channel greater resources into green spaces such as parks and gardens, or concentrate on supposedly more pressing concerns, is a question that increasingly divides urban policymakers. Having weighed both positions, I would argue that the two aims are complementary rather than mutually exclusive.

Advocates of investing in parks rest their case on a growing body of evidence linking access to nature with improved wellbeing. Beyond offering somewhere to exercise, green spaces mitigate air pollution, lower the ambient temperature of increasingly crowded cities, and provide a communal setting that strengthens social bonds. For residents confined to cramped apartments, a local park is often the sole point of contact with the natural world, and its absence can quietly erode both physical and psychological health.

Those who resist such spending, however, raise a legitimate concern about competing demands on the public purse. Hospitals, transport networks and schools constitute the essential machinery of urban life, and where budgets are finite, diverting funds towards ornamental landscaping while these systems deteriorate would be difficult to justify to citizens who depend on them daily.

The apparent tension, in my opinion, dissolves once green provision is treated as part of integrated planning rather than a standalone luxury. Street trees, rooftop gardens and pocket parks woven into new developments deliver environmental and social returns at relatively modest cost, without starving core services of funding. Ultimately, a well-run city need not choose between hospitals and hedgerows; the most sustainable approach recognises that sound public infrastructure and generous green space reinforce, rather than undermine, one another.
