Raising children to become conscientious members of society is a goal few would dispute, yet there is genuine disagreement about where that formation should chiefly occur. Some contend that it is fundamentally the responsibility of parents, while others insist that schools are better equipped for it. In my view, the two institutions play complementary roles that cannot sensibly be separated.

The argument for parental primacy is compelling. The family is the earliest and most intimate influence in a child's life, and it is within the home that foundational virtues such as honesty, compassion and respect are first modelled and absorbed. Children learn less from instruction than from imitation, and the constant example of a parent, reinforced by deep emotional attachment, shapes character in ways no timetable can replicate.

Schools, however, supply an irreplaceable dimension of their own. In gathering children from diverse backgrounds under shared rules, they teach cooperation, fairness and the negotiation of difference that citizenship ultimately demands. Skilled teachers can demonstrate integrity, mediate conflict and create situations in which social values are practised rather than merely preached, and for children from troubled or overstretched homes, this guidance can prove decisive.

My own conviction is that the debate poses a false choice. Parents lay the moral foundations; schools extend and test them within a wider community. Neither can fully substitute for the other, and attempts to assign the task exclusively to one tend to overburden it while neglecting the other's strengths. Children flourish as citizens, in short, when home and school act not as rivals but as partners in a single, continuous education.
